A government event is not a corporate event with more flags. The rules are different. Who sits where is decided by precedence, not by who arrived first. The programme is fixed in advance and the chief guest's time is the one thing that cannot stretch. Security agencies have a say in the layout. Media has to be placed so cameras get the shot without blocking the audience. And the organiser is almost never the one making the decisions, only the one responsible when something goes wrong.
White Horse Event Management has handled official functions in Ranchi and across Jharkhand alongside our wedding and corporate work. This guide explains how these events are structured, what departments and public bodies should look for in an event partner, and where most official ceremonies run into trouble.

Types of Government Events in Ranchi and Jharkhand
Ranchi is the state capital, so it carries the bulk of Jharkhand's official calendar. Most events fall into one of these categories, and each has its own logic.
Inaugurations & Foundation Stones
New buildings, roads, hospitals, schemes. Short, high-visibility programmes built around a single moment: the unveiling, the ribbon, the plaque or the switch.
Flag Ceremonies & National Days
Republic Day and Independence Day functions, state foundation day on 15 November, and departmental parades. Timing is fixed to the minute and the sequence follows established practice.
Award Functions & Felicitations
Recognition of officers, teachers, athletes, farmers or entrepreneurs. The challenge is moving many awardees across a stage smoothly while the dignitary's time stays protected.
Conferences, Summits & Workshops
Departmental reviews, investor meets, policy consultations and training programmes. Closer to corporate conferences, but with protocol seating and official branding rules.
State Dinners & Official Receptions
Hosting visiting delegations and dignitaries. Menu, seating plan and service choreography are all protocol-driven.
Public Outreach & Cultural Programmes
Scheme launches, melas, awareness campaigns and cultural evenings. Large open crowds, outdoor stages and crowd management become the main concern.
Protocol and Seating: The Part You Cannot Improvise
In a wedding, a seating mix-up is awkward. In an official function, it is a formal lapse. The order of precedence decides who sits on the dais, in which chair, and who is named first in the welcome address. The organiser's job is to receive this order from the host department and translate it into physical arrangements without error.
What the event team must lock in advance
- ✅ Confirmed dais list with designations, approved by the host department's protocol officer
- ✅ Name plates and chair positions matching that list exactly, with spare blank plates for last-minute additions
- ✅ Front-row seating for officials by rank, with reserved rows for invited guests, media and families of awardees
- ✅ The sequence of the programme: arrival, national anthem, lamp lighting, welcome address, speeches, the main act, vote of thanks
- ✅ Who escorts the chief guest from the vehicle to the dais, and who hands over bouquets, mementos and the ribbon scissors
- ✅ A fallback dais layout in case a dignitary is added or withdraws on the day
Why this matters: Dignitaries' schedules change until the last hour. The event team has to be able to redo the dais layout, name plates and the anchor's script in minutes without anyone in the audience noticing.
Working With Security and Venue Administration
When a minister, governor or senior official attends, the security agencies have the final say on access, vehicle movement and the layout around the dais. A good event company treats the security briefing as a design input, not an obstacle.
- ✅ Site walk-through with the security team before the final layout is frozen
- ✅ Separate entry and exit for the dignitary's convoy, clear of guest parking
- ✅ Access control: passes for crew, vendors, media and guests, with a crew list submitted in advance
- ✅ Clear emergency exits and a holding room near the dais for the chief guest
- ✅ Stage access limited to named people, so felicitation runs in order
- ✅ Vendor vehicle timings coordinated so set-up finishes before the venue is sealed
For events at government venues in Ranchi, the venue administration will also have rules about power load, fixing anything to walls, and timings for set-up and dismantling. Getting these in writing early avoids the classic last-night scramble.
Stage, Sound, Media and Documentation
Official events are photographed, filmed and reported. The stage has to read well on camera and the dignitary's words have to be heard clearly in the last row. Three areas deserve attention.
Stage and backdrop
Official backdrops follow the host body's branding rules: emblem placement, scheme logos, bilingual text in Hindi and English, and no commercial branding unless permitted. The backdrop must stay legible in photographs taken from the media pen, so font size and contrast are checked from that distance, not from the stage.
Sound and power
Podium mic plus a wireless spare, a mic for the anchor, and a separate feed for broadcast or recording. Power backup is non-negotiable. A generator on standby with an automatic changeover means a power cut during a speech goes unnoticed.
Media and documentation
A marked media area with a clear line of sight, a press kit if the department wants one, and an official photographer and videographer whose output goes to the department the same day. Live streaming, where requested, needs its own internet line, not venue Wi-Fi.
An Inauguration Ceremony, Step by Step
Inaugurations are the most common official event we are asked about. The programme is short, often under an hour, but the preparation behind it runs for days. Here is the typical run of show.
- Pre-arrival: Guests seated, officials in position, media in place, anchor ready. Nothing is still being set up when the convoy is ten minutes out.
- Arrival and reception: Chief guest received by the senior-most host, offered a bouquet, escorted to the dais or directly to the inauguration point.
- Inauguration act: Lamp lighting, ribbon cutting, plaque unveiling or switching on. The scissors, cloth, lamp and matches are tested beforehand. The plaque cloth is rigged to drop cleanly on one pull.
- Dais programme: National anthem where applicable, welcome address, short speeches in the agreed order, and the chief guest's address last.
- Felicitation and mementos: Pre-arranged on a side table in order, handed over by named people.
- Vote of thanks and departure: The chief guest is escorted out first. Guests remain seated until the convoy has left.
- Walk-through or site visit: If the dignitary tours the facility, the route is cleared and briefed in advance.
White Horse Events tip: Rehearse the inauguration act itself with a stand-in. A plaque cloth that snags, a lamp that will not light or a ribbon that frays on the scissors is what people remember from an otherwise perfect event.
What to Check Before Appointing an Event Company
Departments, PSUs, boards and institutions in Jharkhand usually appoint event agencies through quotations or tenders. Beyond price, these are the questions worth asking.
- ✅ Have they handled official functions before, and can they describe how they managed protocol and security coordination?
- ✅ Do they own or directly control the stage, sound and power equipment, or is everything subcontracted?
- ✅ Who is the single point of contact on the day, and will they be present from set-up to dismantling?
- ✅ Can they deliver bilingual backdrops, name plates and signage at short notice?
- ✅ Do they have the GST registration, invoicing and documentation your accounts department needs?
- ✅ Can they scale from a 100-person departmental function to a large public programme?
White Horse Event Management is based on Mahatma Gandhi Main Road in Ranchi with a second office in Bistupur, Jamshedpur. Our government work sits alongside more than ten years of weddings and corporate events across Jharkhand, which means the same crew, equipment and planning discipline applies to every function. You can see examples in the Government section of our portfolio.
